Mac screen recording issues

We have a couple of customers this week that use Mac's that had a new program pop up. This cannot be closed and is always sitting in the top right hand menu bar. Every once in a while, this has been activating the screen recording and records what users are doing. How do we get this disabled? We cannot turn it off and when we disable it from activity monitor, it comes right back
