Add version fixing to third party patch deployment

In order to be able to internally test, validate and authorize third party patches, we need the ability to fix which version is being deployed rather than it just using the newest one.  Sometimes testing can take weeks and if a new version comes out in the meantime we would need to re-start testing and finish it before another version comes out.
