On some of the machines we connect to they will appear well at the welcome screen and during the login screen.
When we login to the machine and open a browser the browser window will begin to flicker making it difficult to impossible to do our work in a web browser.  We waited a long period of time to see if this would be fixed via a client update but seeing as no post was made I think it may not have been reported (my bad).  This doesn't happen on all devices only a few devices.  I hope I don't need a video but this line moves though the top of the browser continual. Server 2012 R2, E5-2620, VMware, vmware svga3d display driver, we have also tried basic display driver. happening on more then one server

We've been seeing this on Windows 2012 and lower operating systems in the last few months.  It's not specific to the most recent version.

Daniel,

Is this a physical server, or a VM you're remoting into?

I ask because one of the issues that I've seen (longstanding) is that physical servers with a Dell iDRAC or HP iLO may use video from Matrox or Nuvoton that is not completely DirectX compliant, causing the flicker. The issue I have always been told is the fix is to use the Microsoft Standard VGA driver instead, which resolves the issue. Note: I have found sometimes when switching to the Microsoft driver that one has to restart the server to regain visibility, so I recommend making this change after-hours only and then using your RMM tool to restart the computer if you lose video during the process.
